Cook Inlet oil, gas prospects rise

KENAI -- Cook Inlet experienced an upswing in oil and gas exploration in 2011 that is bringing a boost to local business.

Three independent oil and gas companies are drilling new wells and another independent submitted more than 90 bids in a near-record Cook Inlet lease sale in June, the Peninsula Clarion reported Friday.

The increased exploration is creating business for the companies that support the oil and gas explorers. Those businesses do everything from drill wells to dispose of waste.

Al Hull, from Petroleum Equipment & Services, Inc., said his outfit has felt the increased demand.

"This is the busiest I've seen it in a long time," he said.

Rain for Rent, which rents pumps, tanks and filtration units, also has seen an increase in business.

"We are really excited with all the new companies working in the area, there should be plenty of opportunity for support services," said the company's Randy Harris.

The upswing has kept Hull's company going despite the economy. In the summer, when more drilling activity is under way, he said Petroleum Equipment & Services Inc. has had to hire extra college students.

"We've been able to keep local people employed," Hull said.

In addition to the trickle-down work for companies that service the growing number of independent oil and gas producers, there's been a sort of trickle-up effect.

ConocoPhillips announced recently that its liquefied natural gas plant in Nikiski will be exporting LNG this spring. That comes after the company announced last spring that the plant would be mothballed at the end of 2011. The new plan is partly because of a contract with Buccaneer Energy for the independent company to supply it with natural gas.

Verizon Customers Dealing With Third Data Outage In One Month

Like both other times this month, not everyone is affected, but I can safely say my little part of New Jersey is without data. New satellites to extend China's military reach (Reuters)

HONG KONG (Reuters) ? China this week reached a milestone in its drive to master the military use of space with the launch of trials for its Beidou satellite global positioning network, a move that will bring it one step closer to matching U.S. space capabilities.

If Beijing can successfully deploy the full 35 satellites planned for the Beidou network on schedule by 2020, its military will be free of its current dependence for navigation on the U.S. global positioning network (GPS) signals and Russia's similar GLONASS system.

And, unlike the less accurate civilian versions of GPS and GLONASS available to the People's Liberation Army (PLA), this network will give China the accuracy to guide missiles, smart munitions and other weapons.

"This will allow a big jump in the precision attack capability of the PLA," said Andrei Chang, a Hong Kong-based analyst of the Chinese military and editor of Kanwa Asian Defense magazine.

China has launched 10 Beidou satellites and plans to launch six more by the end of next year, according to the China Satellite Navigation Management Office.

Chinese and foreign military experts say the PLA's General Staff Department and General Armaments Department closely coordinate and support all of China's space programs within the sprawling science and aerospace bureaucracy.

As part of this system, the Beidou, or "Big Dipper," network will have an important military role alongside the country's rapidly expanding network of surveillance, imaging and remote sensing satellites.

China routinely denies having military ambitions in space.

Defense Ministry spokesman Yang Yujun on Wednesday dismissed fears the Beidou network would pose a military threat, noting that all international satellite navigation systems are designed for dual civilian and military use.

CATCHING UP WITH THE U.S.

China accelerated its military satellite research and development after PLA commanders found they were unable to track two U.S. aircraft carrier battle groups deployed in 1996 to the Taiwan Strait at a time of high tension between the island and the mainland, analysts say.

The effort received a further boost when it was shown how crucial satellite networks were in the 1991 Gulf War, the 1999 NATO bombing of Yugoslavia and the 2003 invasion of Iraq.

While China still lags the United States and Russia in overall space technology, over the last decade it has rapidly become a state-of-the-art competitor in space-based surveillance after deploying a range of advanced satellite constellations that serve military and civilian agencies.

With the launch of more than 30 surveillance satellites over the last decade, according to space technology experts, the PLA can monitor an expanding area of the earth's surface with increased frequency, an important element of reliable military reconnaissance.

That coverage gives PLA commanders vastly improved capability to detect and track potential military targets.

Real-time satellite images and data can also be used to coordinate the operations of China's naval, missile and strike aircraft forces in operations far from the mainland.

"What we are seeing is China broadly acquiring the same capabilities in this area as those held by the U.S.," said Ross Babbage, a Defense analyst and founder of the Canberra-based Kokoda Foundation, an independent security policy unit.

"Essentially, they are making most of the Western Pacific far more transparent to their military."

In a recent article for the Journal of Strategic Studies, researchers Eric Hagt and Matthew Durnin attempted to estimate the capability of China's space network using orbital modeling software and available data on satellite performance.

China's most basic satellites carried electro-optical sensors capable of taking high resolution digital images in the visible and non-visible wavelengths, wrote the authors.

More advanced satellites launched in recent years carried powerful synthetic aperture radars that could penetrate cloud and cover much bigger areas in high detail.

Added to that, China was now deploying satellites that could monitor electronic signals and emissions, so-called electronic intelligence or ELINT platforms, the authors said.

"Next to China, only the United States possesses more capable tactical support systems in space for tactical operations," they wrote.

Siemens to Cut Jobs as Diagnostics Unit Fights to Regain Ground

Dec. 21 (Bloomberg) -- Siemens AG, Europe?s largest engineering company, plans to cut as many as 1,600 jobs at its health-care division and will scale back the business after falling behind competitors including Roche Holding AG.

The planned cuts amount to as much as 8 percent of workers at the diagnostics subsidiary, said Michael Sen, the chief financial officer of the health-care operations. Another 400 jobs will go as Siemens stops making linear accelerators that create radiation for cancer treatment.

Chief Executive Officer Peter Loescher is embarking on the unit?s second major overhaul in less than two years, after Siemens spent more than 10 billion euros ($13 billion) since 2006 bolstering the diagnostics business. Order intake and sales at the health-care unit failed to grow in the most recent quarter, and profitability at the diagnostics business has slumped to less than half the rate two years earlier.

?We want to become leaner, while investing in a new platform of products,? Sen said in the interview in Erlangen, southern Germany, on Dec. 15. ?In diagnostics, we don?t want to remain at the level of profitability that we closed at last year.?

Diagnostics, which accounted for 29 percent of Siemens health care?s 12.46 billion euros in sales in fiscal 2011, posted an operating margin of 6.7 percent in the most recent quarter. That?s down from 14.7 percent in the first quarter of 2010. The division, which sells equipment to test body fluids for diseases, employs almost 15,000 people globally.

Shifting Production

The focus will be on reducing costs and shifting production to lower-cost countries, a strategy that will prevent the unit for some more years from growing at the speed of the market, estimated at 3 percent to 5 percent, Sen said.

?We need to manage expectations,? he said. ?It won?t happen in 2012. Diagnostics is not a quick fix.?

Siemens built the business by purchasing Dade Behring Holdings Inc., Bayer AG?s diagnostics unit and Diagnostics Products Corp. between 2006 and 2007 as it sought to narrow the gap with General Electric Co. Siemens wrote down goodwill accumulated with the acquisitions by 1.15 billion euros in November last year. Goodwill at diagnostics remains at 4.78 billion euros, or 30 percent of total at 15.71 billion euros.

No More Accelerators

The company will phase out linear accelerators, while it will continue to serve its equipment in operation, Sen said in the interview. The company won?t sell the installed base, he said. The move will result in almost 400 job cuts in Germany over two years, the majority of which will be in Erlangen.

The company said in November that an overhaul will cost about 300 million euros in the fiscal year that started Oct. 1. Sen said while the program will run for two years, it won?t weigh on earnings next year. Siemens stopped commercially offering particle-therapy systems earlier this year.

?From today?s perspective I see no further costs next year,? 43 year-old Sen said.

Sen, a Siemens employee for 16 years, took over financial responsibility for the medical units at the end of 2008, after heading investor relations and working on corporate strategy. Hermann Requardt assumed leadership of the division, previously among Siemens?s top performing areas, in 2008.

?Poor Execution?

Requardt initially coupled the job with his role as chief technology officer for Siemens, a position he handed over to Klaus Helmrich earlier this year. A lack of management focus, and ?poor execution? integrating the purchases resulted in a loss of more than 6 percentage points of market share in the four years following the acquisitions, with Roche overtaking Siemens for the top spot in the industry, Morgan Stanley analyst Ben Uglow estimated in a Nov. 28 note to clients.

?We may have been focused internally too much, while our competition was out in the market,? Sen said.

Siemens says its imaging business, which makes scanners to detect cancer and other diseases, has defended its top spot in magnetic resonance imaging and angiographic systems. In computed tomography, Siemens edged past GE, and Sen said more than half of its scanners are now manufactured in China.

Increasing revenue and profit with ultrasound equipment has come into focus, and the business will push into ?many new areas? of application, Sen said. Siemens separated the business from its larger imaging modalities in 2010 and bundled it with x-ray offering to better develop cheaper models and expand into emerging markets.

Siemens?s health care operations had 51,000 employees as of Sept. 30, making it the smallest of Siemens?s four so-called sectors. Siemens last year generated 35 percent of health-care sales in the U.S., its largest market, and 22 percent in Asia. The installed base of imaging equipment in China stands at more than 4,000 units, Siemens said June.

Christmas attacks in Nigeria by sect kill 39 (AP)

LAGOS, Nigeria ? Terror attacks across Nigeria by a radical Muslim sect killed at least 39 people, with the majority dying on the steps of a Catholic church after celebrating Christmas Mass as blood pooled in dust from a massive explosion.

Authorities on Sunday acknowledged they could not bring enough emergency medical personnel to care for the wounded outside St. Theresa Catholic Church in Madalla near Nigeria's capital. Elsewhere, a bomb exploded amid gunfire in the central Nigeria city of Jos and a suicide car bomber attacked the military in the nation's northeast as part of an apparently coordinated assault by the sect known as Boko Haram.

The Christmas Day violence, denounced by world leaders and the Vatican, shows the threat of the widening insurrection posed by Boko Haram against Nigeria's weak central government. Despite a recent paramilitary crackdown against the sect in the oil-rich nation, it appears that Africa's most populous nation remains unable to stop the threat.

The White House condemned what it called a "senseless" attack, offered its condolences to the Nigerian people and pledged to assist authorities in bringing those responsible to justice.

In a statement, Britain's Foreign Secretary William Hague said, "These are cowardly attacks on families gathered in peace and prayer to celebrate a day which symbolises harmony and goodwill towards others."

U.N. Secretary General Ban Ki-Moon called in a statement for an end to sectarian violence in the country.

The first explosion on Sunday struck St. Theresa Catholic Church just after 8 a.m. The attack killed 35 people and wounded another 52, said Slaku Luguard, a coordinator with Nigeria's National Emergency Management Agency.

Though billions of dollars of oil money flow into the nation's budget yearly, Luguard's agency could only send text messages to journalists asking for their help in getting more ambulances.

Those wounded filled the cement floors of a nearby government hospital, with television images showing them crying in pools of their own blood. Corpses lined an open-air morgue.

The bombing and the delayed response drew anger from those gathering around the church after the blast. The crowd initially blocked emergency workers from the blast site, only allowing them in after soldiers arrived.

"We're trying to calm the situation," Luguard said. "There are some angry people around trying to cause problems."

In Jos, a second explosion struck near the Mountain of Fire and Miracles Church, state government spokesman Pam Ayuba said. Gunmen later opened fire on police guarding the area, killing one officer, he said. Two other locally made explosives were found in a nearby building and disarmed.

By noon Sunday, explosions echoed through the streets of Damaturu, the capital of Yobe state where fighting between security forces and the sect already had killed at least 61 people in recent days. The most serious attack on Sunday came when a suicide bomber detonated a car loaded with explosives at the state headquarters of Nigeria's secret police, the State Security Service.

The bomber killed three people in the blast, though the senior military commander apparently targeted survived the attack, the State Security Service said in a statement.

After the bombings, a Boko Haram spokesman using the nom de guerre Abul-Qaqa claimed responsibility for the attacks in an interview with The Daily Trust, the newspaper of record across Nigeria's Muslim north. The sect has used the newspaper in the past to communicate with public.

Boko Haram has carried out increasingly sophisticated and bloody attacks in its campaign to implement strict Shariah law across Nigeria, a multiethnic nation of more than 160 million people. The group, whose name means "Western education is sacrilege" in the local Hausa language, is responsible for at least 504 killings this year alone, according to an Associated Press count.

This Christmas attack comes a year after a series of Christmas Eve bombings in Jos claimed by the militants left at least 32 dead and 74 wounded. The group also claimed responsibility for the Aug. 26 bombing of the United Nations headquarters in Nigeria's capital Abuja that killed 24 people and wounded 116 others.

The sect came to national prominence in 2009, when its members rioted and burned police stations near its base of Maiduguri, a dusty northeastern city on the cusp of the Sahara Desert. Nigeria's military violently put down the attack, crushing the sect's mosque into shards as its leader was arrested and died in police custody. About 700 people died during the violence.

While initially targeting enemies via hit-and-run assassinations from the back of motorbikes after the 2009 riot, violence by Boko Haram now has a new sophistication and apparent planning that includes high-profile attacks with greater casualties. That has fueled speculation about the group's ties as it has splintered into at least three different factions, diplomats and security sources say. They say the more extreme wing of the sect maintains contact with terror groups in North Africa and Somalia.

Targeting the group has remained difficult, as sect members are scattered throughout northern Nigeria and nearby Cameroon, Chad and Niger. Analysts say political considerations also likely play a part in the country's thus-far muted response: President Goodluck Jonathan, a Christian from the south, may be hesitant to use force in the nation's predominantly Muslim north.

In a statement, Jonathan condemned the blasts as a "unwarranted affront on our collective safety and freedom."

"I want to reassure all Nigerians that government will not relent in its determination to bring to justice all the perpetrators of today's acts of violence and all others before now," Jonathan said.

However, Jonathan has made the same promises after a series of spiraling attacks by the group. His spokesman, Reuben Abati, defended the president by saying the country planned to spend more on security and had made arrests targeting the group.

"The administration is very determined to address this new threat of terrorism that seems to have slipped into our environment," Abati told the AP.

But anger continues to grow over the sect's apparent ability to strike at will ? anger that could be seen at St. Theresa Catholic Church. After the blast, someone picked up a burnt piece of wood to scrawl: "Revolution now in the country" on its cement walls.

Kalpesh Patel, a Columbia graduate student at SEAS, probably loves cricket more than you. Okay, that might not be fair?I have no idea how much you love cricket?but he?s sure done a lot for the sport and its exposure in America.

Patel pretty much established the first team to play in the first ever American College Cricket (ACC) season at the University of Miami. Since then, he?s seen the game spread itself across the US.

?I have seen the game grow from a league with only five American Colleges in 2008, to one with over 60 North American Colleges (in the United States and Canada),? he wrote in an email to Spectrum.

Patel wanted to do more, however. After this first season, he maintained a relationship with the company?s management because he wanted to use his finance, math, and engineering background to expand cricket even further. A class at Columbia?Studies in Operations Research?helped him come up with something concrete with a team of other students over a period of three months.

?We developed a series of quantitative rankings for the company to use, and also built linear programming models to help the company to pick/choose different schedules based on a number of different parameters,? he wrote. These parameters included costs, number of teams, number of fields, and the number of games each team wanted to play.

Even though the first semester of the class is over, the project isn?t. Now, though, there are more students?around eight?working on the programming models and rankings.

?The plan is that we will continue to work with ACC over the next semester as part of two classes: ?Studies in Operations Research? and also ?Operations Consulting.??

Patel hopes that Columbia will be remembered for its (as well as his) contributions to making cricket a mainstream college sport in North America, especially as there are plans to move forward in the project?s efforts.

?The future work planned involves the implementation of the rankings alongside a database which will keep track of all ACC games, and provide statistics for teams players etc. We will also assist management with developing an infrastructure for providing live scores of games on the company?s website, generating revenue from this feature, as well as marketing and promoting the game of cricket across college campuses in the United States and Canada,? he wrote.

Even if you you have limited exposure to cricket (like me), you have to admit it?this is pretty awesome. Who knows? Maybe soon Columbia will have a cricket team?to cheer on to call its own.

House GOP leaders capitulate, agree to 2-month tax-cut extension

WASHINGTON ? House Republican leaders reversed themselves Thursday and agreed to a temporary two-month extension of a payroll tax break ? after a week of pummeling from President Barack Obama and even some of their conservative allies.

The retreat, which should spare 160 million Americans from suffering an $80 per month payroll tax hike starting Jan. 1, is a major win for Obama, who postponed a Christmas holiday in Hawaii to stay in Washington and pressure the House into taking the compromise.

The House GOP surrender came after a week of White House pressure and mounting criticism of House Republicans from GOP-friendly allies, including the Wall Street Journal editorial board, which likened the House leadership's opposition to extending a popular tax break to a "circular firing squad."

Obama, in a statement called it "good news, just in time for the holidays. ... I've stated consistently that it was critical that Congress not go home without preventing a tax increase on 160 million working Americans. Today, I congratulate members of Congress for ending the partisan stalemate by reaching an agreement that meets that test."

House Speaker John Boehner, R-Ohio, who stunned Washington on Sunday by rejecting a compromise that had cleared the Senate Saturday by a vote of 89-10 ? with 39 Republicans voting for approval ? said Thursday evening that his members had wanted a full-year tax cut to give businesses some certainty in a turbulent economy, but he finally agreed to the two-month compromise, along with a minor accounting fix.

"We were here fighting for the right things," Boehner said. "It may not have been politically the smartest thing in the world, but ... we have fought the good fight."

Boehner plans to bring the Senate bill ? with the fix ? to the House floor Friday for a voice vote by unanimous consent. If no member objects ? and few lawmakers remain in Washington ? the measure will go to the Senate, where Majority Leader Harry Reid, D-Nev., and Minority Leader Mitch McConnell, R-Ky., welcomed the deal.

But the measure could be derailed in the House, at least temporarily, if even a single member objects.

Asked whether he had unanimous support for the deal, Boehner said: "I don't know that." House members elected in 2012 with tea party support had vociferously opposed the measure.

Boehner said he'd call House members back to Washington next week if the compromise is scuttled Friday.

And he noted that the deal does include forcing the White House to make a decision on the controversial Keystone pipeline, which the White House opposed.

The White House had mounted a public relations blitz to get the tax break extended, with a countdown clock in the briefing room and an appeal on Twittter asking Americans to share what $40 buys, the estimated average per-paycheck hike if the tax break expires.

Obama earlier Thursday appeared on stage with a group of ordinary Americans at an event near the White House, pressing House Republicans to break the deadlock.

"Enough is enough," Obama said. "The people standing with me today can't afford any more games. They can't afford to lose $1,000 because of some ridiculous Washington standoff."

He called on the House to take up the two-month extension and work out an agreement for a full year, noting that McConnell had suggested the same move.

McConnell suggested that Obama's carping at House Republicans was counterproductive and said that the tax wouldn't be a factor if Obama had better managed the economy.

"The president's statements castigating House Republicans have thus amounted to the kind of unhelpful political opportunism Americans are tired of," McConnell said. "The president seems to forget that the only reason we are even discussing an extension of temporary measures like the payroll tax cut and unemployment insurance is his own failure to turn our nation's economy around nearly three years into his administration."

Still, the dispute gave Obama an opportunity to portray himself as a defender of the middle class, and he took full advantage, reading some of the 30,000 responses the White House got on the tax break.

"Joseph from New Jersey talked about how he would have to sacrifice the occasional pizza night with his daughters," Obama said. "He said ? and I'm quoting ? 'My 16-year-old twins will be out of the house soon. I'll miss this.'"

Obama portrayed the weeklong stalemate as the latest example of what Americans loathe about politics, noting that House Republicans said they wanted a one-year extension of the tax break, which is what Obama proposed as part of his job creation package in September.

"Has this place become so dysfunctional that even when people agree to things we can't do it?" he said to applause.

Across town before they caved, House Republican leaders held a media event of their own, with House Majority Leader Eric Cantor, R-Va., urging Obama to come to the Capitol and negotiate ? along with his dog, Bo, who went Christmas shopping with Obama on Wednesday.

"We're pet friendly," Cantor quipped.

But even then dissent was mounting. The Wausua Daily Herald in Wisconsin reported a key defection: freshman Republican Rep. Sean Duffy, who broke ranks, saying in a statement that he wanted party leaders to bring the Senate measure to a House vote.

If nothing is done by Jan. 1, employees will pay a 6.2 percent Social Security tax on their pay, 2 points higher than the current rate. In addition, Medicare payments to doctors will drop 27.4 percent and jobless workers will be unable to get up to 99 weeks of unemployment benefits.

The White House says the payroll tax deal works out to about $40 a paycheck, or $1,000 a year.

The tax break deal, which includes an extension of benefits for the long-term jobless and a continuation of current Medicare payments to physicians, is expected to cost about $33 billion over 10 years. It will be funded by increases in lending fees charged by mortgage giants Fannie Mae and Freddie Mac.

The agreement came after a day of wrangling, even as many Americans went about their Christmas preparations. Boehner called Obama earlier in the day, asking him to send his economic policy team to up to the Capitol to negotiate.

Obama refused, telling Boehner that the "only viable option" remained the Senate version.

It was McConnell, who last week helped negotiate the Senate compromise, who offered what ended up as the exit for House Republicans: He pressed them to accept the Senate version, while negotiations on a one-year extension get started.

Analysts viewed the week as an undisputed win for Obama.

"When you consider the Republican Party is famous for being on message, being for tax cuts and Democrats are notorious for being all over the place, it's clear the Republicans in the House have handed Obama a major Christmas present," said Jim Aune, a professor of communications at Texas A&M University. "This was his week."

SEC charges ex-Fannie, Freddie CEOs with fraud

(AP) ? The Securities and Exchange Commission on Friday brought civil fraud charges against six former top executives at Fannie Mae and Freddie Mac, saying they misled investors about risky subprime loans the mortgage giants held when the housing bubble burst.

Those charged include the agencies' two former CEOs, Fannie's Daniel Mudd and Freddie's Richard Syron. They are the highest-profile individuals to be charged in connection with the 2008 financial crisis.

The federal government has faced criticism for not bringing charges against top executives who may have contributed to the worst financial meltdown since the Great Depression.

Mudd, 53, and Syron, 68, led the mortgage giants in 2007, when home prices began to collapse. The four other top executives also worked for the companies during that time.

The lawsuit was filed in federal court in New York City.

"Fannie Mae and Freddie Mac executives told the world that their subprime exposure was substantially smaller than it really was," said Robert Khuzami, SEC's enforcement director. "These material misstatements occurred during a time of acute investor interest in financial institutions' exposure to subprime loans, and misled the market about the amount of risk."

Fannie and Freddie both entered into agreements with the government on Friday, accepting responsibility for its conduct without admitting or denying the charges. The government-controlled companies also agreed to cooperate with the SEC on the cases against the former executives.

The Justice Department has opened up probes into Fannie and Freddie but has not charged anyone with a crime.

In a statement released through his attorney, Mudd said the lawsuit "should never have been brought" and said the government reviewed and approved all of the company's financial disclosures.

"Every piece of material data about loans held by Fannie Mae was known to the United States government to the investing public," Mudd said. "The SEC is wrong, and I look forward to a court where fairness and reason ? not politics ? is the standard for justice."

Syron's lawyers said the case was "without merit," and said the term "subprime had no uniform definition in the market" at that time.

"There was no shortage of meaningful disclosures, all of which permitted the reader to assess the degree of risk in Freddie Mac's" portfolio, the lawyers said in a statement. "The SEC's theory and approach are fatally flawed."

According to the lawsuit, Fannie told investors in 2007 that it had roughly $4.8 billion worth of subprime loans on its books, or just 0.2 percent of its portfolio. The SEC says that Fannie actually had about $43 billion worth of products targeted to borrowers with weak credit, or 11 percent of its holdings.

Mudd told a congressional panel in March 2007 that Fannie's subprime business represented less than "2 percent of our book." He also said the company held subprime mortgages "very carefully." A month later, he told a separate congressional panel that subprime loans represented less than 2.5 percent of Fannie's books.

Freddie told investors in 2006 that it held between $2 billion and $6 billion of subprime mortgages on its books. The SEC says its holdings were actually closer to $141 billion, or 10 percent of its portfolio in 2006, and $244 billion, or 14 percent, by 2008.

In a May 2007 speech in New York, Syron said Freddie had "basically no subprime exposure," according to the suit.

Fannie and Freddie buy home loans from banks and other lenders, package them into bonds with a guarantee against default and then sell them to investors around the world. The two own or guarantee about half of U.S. mortgages, or nearly 31 million loans.

During the financial crisis, the two firms verged on collapse. The Bush administration seized control of them in September 2008.

So far, the companies have cost taxpayers almost $150 billion ? the largest bailout of the financial crisis. They could cost up to $259 billion, according to its government regulator, the Federal Housing Finance Administration.

Mudd was fired from Fannie after the government took over. He's now the chief executive of the New York hedge fund Fortress Investment Group.

Syron resigned from Freddie in 2008. He's now an adjunct professor at Boston College.

The other executives charged were Fannie's Enrico Dallavecchia, 50, a former chief risk officer, and Thomas Lund, 53, a former executive vice president; and Freddie's Patricia Cook, 58, a former executive vice president and chief business officer, and Donald Bisenius, 53, a former senior vice president.

Lund's lawyer, Michael Levy, said in a statement that Lund "did not mislead anyone." Lawyers for the other defendants declined to comment Friday morning.

Fannie and Freddie had traditionally purchased a small number of subprime mortgage loans, which involved borrowers with credit problems who could not qualify for cheaper prime loans. But starting in the late 1990s many firms started purchasing subprime loans, and Fannie and Freddie followed suit.

Legal experts say the cases, while unusual, might not yield much in penalties against the former executives.

In July, Citigroup paid just $75 million to settle similar civil charges with the SEC. The company's chief financial officer and head of investor relations were accused of failing to disclose more than $50 billion worth of potential losses from subprime mortgages. The two executives charged paid $100,000 and $80,000 in civil penalties.

A federal judge in the case said she was "baffled" by the low settlement.

Fines against executives charged in SEC civil cases can reach up to $150,000 per violation. SEC Chairman Mary Schapiro has asked Congress to raise the limit to $1 million.

Mudd made nearly $4 million in salary and bonuses in 2007, and Syron made more than $18 million, according to company statements.

The SEC has charged more than 80 people, including 40 CEOs and senior executives, with violations stemming from the 2008 financial crisis.

Gingrich worse against Obama than Romney: Reuters/Ipsos poll (Reuters)

WASHINGTON (Reuters) ? Newt Gingrich holds a 10-point lead in the fight for the Republican presidential nomination, but he would fare worse against President Barack Obama than Republican Mitt Romney, according to a new Reuters/Ipsos poll.

With the first nominating contest in Iowa less than three weeks away, Gingrich leads Romney among Republican voters nationwide by 28 percent to 18 percent, the poll found.

However, the poll raises questions about whether Gingrich -- a former speaker of the U.S. House of Representatives who has shot to the top of Republican opinion polls in recent weeks -- would be able to defeat Obama.

The poll found that if the November 2012 presidential election were held today, Obama would defeat Gingrich, 51 percent to 38 percent. By contrast, Obama would defeat Romney by a narrower margin, 48 percent to 40 percent.

Analysts say the results reflect the risk that Republicans could face if they nominate Gingrich, whose strong performances in debates have won him support among conservatives seeking an alternative to Romney.

Gingrich has a long record of making provocative statements that could alienate independent voters, such as when he recently referred to Palestinians as an "invented" people.

Even so, some conservative Republicans see him as preferable to Romney, a former Massachusetts governor who has built a more extensive campaign and fundraising operation.

"This is the Republican dilemma," said Calvin Jillson, a political science professor at Southern Methodist University. " 'Do I want to enjoy myself by voting for Gingrich ... or do I want to look toward the general election and see a winnable contest?'"

Romney has been widely viewed as the candidate to beat among Republicans.

Obama's campaign was focused squarely on an eventual race against Romney until this week, when it began taking shots at Gingrich -- an acknowledgement of the former speaker's elevated standing in the Republican race.

The new poll found Texas Representative Ron Paul and Texas Governor Rick Perry tied for third place with 12 percent each, while Minnesota Representative Michele Bachmann has the support of 10 percent of Republicans.

Former Utah Governor John Huntsman is next with 5 percent, followed by former Pennsylvania senator Rick Santorum, with 4 percent. Another 4 percent picked other candidates or none at all.

The poll, taken from December 8 to December 12, shows Gingrich's remarkable comeback since a staff mutiny and criticism by fellow Republicans nearly torpedoed his campaign in June. A Reuters/Ipsos poll taken during that period showed him polling at 6 percent.

The poll also found that Obama could be making a comeback of sorts as the economy shows signs of improvement and Republican candidates bloody each other in a series of televised debates.

Obama's 8 point lead over Romney is a dramatic increase from the 1 point deficit he faced in a Reuters/Ipsos poll taken from October 31 to November 3.

Although Obama is doing better compared with Republicans, his approval rating, at 47 percent, is little changed since the beginning of the year.

Americans remain generally pessimistic, the poll found. Only 27 percent say the country is moving in the right direction, while 69 percent say it is on the wrong track, a slight improvement from the October poll.

The poll was based on telephone interviews of 1,102 adults, 443 of them registered Republicans. The margin of error for all adults is plus or minus 3 percentage points; for Republicans the margin of error is plus or minus 4.7 percentage points.

Camera captures light particles moving through space

A new imaging system that captures visual data at a rate of one-trillion-frames per second is fast enough to create virtual super-slow-motion videos of light particles traveling and scattering through space.

For reference, light particles ??photons ? travel about a million times faster than a speeding bullet.


While that's fast, researchers at MIT's Media Lab have developed a system for capturing data on the movement of photons through space and time and then stitching that data together in a computer to create virtual slow-motion videos.

An imaging solution allows researchers to visualize the propagation of light at an effective rate of one trillion frames per second.

In the video above, for example, a burst of laser light is seen traveling through a soda bottle and bouncing off the cap. Other videos show a ripple of laser light move across a table, over and into a tomato, and up a wall.

"What you see in the videos is an average of many pulses," Andreas Velten, a researcher in MIT's Media Lab who is leading the effort, explained to me Tuesday. "If we capture one pulse, we don't get enough information. First of all because it is too faint and second because we only see one line at a time."?

The technique to create the videos relies on what's called a streak camera. The aperture ? opening ? of this camera is a narrow slit that provides a reasonable field of view in the horizontal direction, but very limited view in the vertical ? essentially a line, or row of pixels.?

"It can only see one line, but it gives you a very high frame rate ??a trillion-frames-per second," Velten said. This allows the researchers to make a movie of one scan line. Several pulses of light are used to compose each scan line movie to improve image quality, he noted.

Then, a system of mirrors in front of the camera changes the field of view slightly so that a movie of the next line can be made. The process continues for each line of a scene, such as a pulse of light moving through a bottle. Then, the computer uses all this information to create the virtual slow-motion movies.

"So what you are seeing is actually an average of many pulses, but because our camera and laser are synchronized very well, all the pulses look exactly the same," Velten said. "That's basically the trick."

According to the researchers, it takes only a nanosecond ? a billionth of a second ? for light to scatter through a bottle, but it takes nearly an hour to collect enough data to stitch together a video.

While watching photons move through soda bottles and across tables is visually cool and educational, the technology could be used to study the properties of materials, as well in scientific and medical imaging, even "ultrasound with light," the researchers suggest.

US service firms expanded in Nov. at slower pace

(AP) ? Service companies, which employ 90 percent of the U.S. work force, expanded at a slower pace in November and a measure of employment at those firms fell.

Separately, the government said orders to U.S. factories dropped for the second straight month.

Monday's data show that the economy remains vulnerable despite recent signs of improvement. Still, economists said the broader message from other reports is that economic growth and hiring continue at a modest and steady pace.

"As it comes at a time when all the other economic news has been quite good, it is not too much to worry about," said Paul Dales, senior U.S. economist at Capital Economics.

The Institute for Supply Management said Monday that its index of service sector activity dropped to 52 from 52.9 in October. Any reading above 50 indicates expansion. The service sector has grown for two straight years. But the reading was the lowest since January 2010.

There were some positive signs in the report: New orders and business activity rose.

The trade group of purchasing managers surveys a range of industries, including hotels and restaurants, financial services, construction and agriculture.

The Commerce Department said companies cut their orders to U.S. factories in October for the second straight month. A key measure of business investment also declined.

The report also wasn't all bad. Manufacturers boosted their stockpiles 0.9 percent in October after more modest increases in previous months. That suggests they are optimistic about future sales.

Manufacturing has been showing signs of rebounding after slowing earlier this year. Auto sales and production are up now that supply chain disruptions caused by the earthquake in Japan have eased. And the ISM, which reports separately on manufacturing, said last week that factory output expanded in November for 28th straight month.

Some economists were surprised that the ISM service-sector survey showed its employment index fell below 50 for the second time in three months. That's a sign that companies are cutting workers, which conflicts with other data on hiring.

On Friday, the government said the unemployment rate fell to 8.6 percent last month, the lowest level in 2 1/2 years. Employers added 120,000 net new jobs and more jobs were generated in September and October than the government previously estimated. Half of those jobs added in November were at retailers, bars and restaurants ? all service firms.

"We hope this is a rogue number," said Ian Shepherdson, an economist High Frequency Economics, referring to the ISM employment index for service firms. "It is certainly not consistent with the decline in jobless claims and the rebound in the flow of new online help wanted ads, but we cannot yet be sure."

About half the drop in the unemployment rate occurred because many of those out of work gave up searching for jobs. When the unemployed stop looking for work, they are no longer counted in the unemployment rate.

Still, the overall jobs report was positive and the latest sign that the economy is improving, despite a still-high unemployment rate, a debt crisis in Europe and slowing growth in China.

More jobs means consumers should have more income to spend while shopping, at restaurants, or on cable TV subscriptions and other services.

Holiday shopping is already off to a good start. Americans dropped a record $52.4 billion over the Thanksgiving weekend, according to the National Retail Federation, a trade group. A separate report from MasterCard found spending was up almost 9 percent from last year.

Car sales also rose sharply in November, normally a lackluster month for the auto industry. Chrysler, Ford, Nissan and Hyundai all reported double-digit gains on Thursday, compared to a year ago.

Those reports have led many economists to raise their forecasts for the final three months of the year, to about a 3 percent annual rate. That would be an improvement from growth of 2 percent in the July-September period.
